You can decorate before you assemble or after. Being by gluing the bottom  panel to one half of the purse - leaving a small gap up from the bottom (see circled picture), followed by the two side panels. Next glue the other half of the purse on, then the front top panel ( with the hole cut out) and the two decorative swirl and buckle pieces.
